WHO Collector Booster Displays model the published 15-card structure with land, Commander deck foil cards, Extended Art, Surge Foil, and TARDIS Showcase branches. Serialized Doctor cards and token inserts are excluded instead of inferred. WHO serialized Doctor cards are excluded from baseline EV because they are chase outcomes inside the foil/surge TARDIS Showcase slot. Draw all pack and display slots first, then apply any Sift or filtering logic afterward.
